Rozgar Refinance Scheme
28 November, 2024

The Rozgar Refinance Scheme was introduced by the State Bank of Pakistan (SBP) during the COVID-19 pandemic as a response to the economic crisis that led businesses to face liquidity issues and struggle to pay wages. The scheme aims to assist businesses by offering concessional loans at a 3% interest rate to businesses that commit to retaining their employees for three months (from April to June 2020). This was designed to prevent layoffs during a time when many businesses were forced to shut or scale down operations due to the lockdown. The loan scheme was further bolstered by a 40% risk-sharing facility from the government to mitigate potential losses from bad loans, especially for small and medium enterprises (SMEs). The repayment of the loan principal was spread over two years, with businesses benefiting from the financial support for paying salaries without the pressure of immediate repayment. There were calls from businesses, including the Islamabad Chamber of Commerce and Industry (ICCI), for further reductions in the interest rate and extended repayment terms to better address the financial challenges faced by the companies.
